Your characters live in Alba, a republican city-state in the land of Cirulia. Alba became the capital of the region known as Aquilea about five hundred years ago. The Aquileans fell under the dominion of a stronger power, the Volsci of the northern coast, who installed kings from among their own people. Alba regained its independence three hundred years ago by expelling the kings and swearing to never gain allow one man to dominate them.
Alba faced many early difficulties, most noteable of which was the sack by the Fidenae two hundred and twelve years ago. Many ancient treasures were looted in the sack, and the majority of the written records were destroyed.
In the years since the sack, Alba has grown to become the most powerful Cirulian city. They defeated their closest neighbours - the Grasci, the Laethi, the Aurunci and the Rutili in successive wars and bound their cities to Alba as tributary allies. These cities retain a significant degree of independence and aren't taxed directly, however they are unable to declare war without the agreement of Alba, and must follow the Albans into battle whenever the Republic enters a war - which is an extremely regular occurence.
In your youth, the Albans fought the last of a bitter series of wars with the people of the southwestern hills, the Lusci. The last of the three Luscan Wars ended fifteen years ago and nearly doubled the territory under the control of the Republic. Many of the Lusci are still hostile to the Albans and harbour dreams of revolt.
Although the Republic is now the most powerful force in Cirulia, they are far from alone. In the north, the Volscian League is weakened, but still formidable. Beyond them in the mountains are the barbarian Fidenae, the sackers of Alba. To the east and the south are the colonies of the Hellenae, whose powerful parent civilisation lies east across a narrow sea.
Finally there is the territory of the tritons, a nonhuman race who live beneath the sea. The tritons serve a king whose name is not even known to humans. After conquering some coastal areas, they have brought some human clans under their control and even founded a city, Tritonica Inferior, which humans can visit and is run by a human governor. Directly beneath this city is their capital, Tritonica Superior. Very occasionally, human envoys are permitted to enter this underwater city, aided by the triton priests and sworn to a sacred oath of secrecy. Alba formed an alliance with the Triton King during the Second Luscan War.
